Unfortunately, the problem of unlicensed construction is present in all protected nature assets in Serbia. “Uvac” Special Nature Reserve is also a victim of this malpractice. There are nearly 200 illegally built objects in the reserve area. Most of them, around 160, is in the closest vicinity of the highest elevation point of Zlatar Lake. Making adequate decisions (on demolition!) are in hands of republic construction inspection authorities.
Illegal construction of objects is an acute management problem in “Uvac” SNR. Unlicensed construction endangers natural and cultural values as well as quality of environment. The custodian of the reserve has reacted on many occasions in the previous period and insisted on engagement of authorized municipal bodies and inspection authorities regarding the mentioned problem.
We from Uvac Reserve l.t.d. are doing everything to cope with this problem. During 2007, we have initiated 13 legal proceedings for criminal offences described in Article 149 of the Planning and Construction Law, id est for unapproved construction. All persons who the charges were raised against were charged with paying the penalty of 100 to 150 000 RSD. We continued in this way, the only possible way of fight, in 2008. We have already initiated 5 legal proceedings and are ready to initiate even more. We are of opinion that this way gives certain results and that the number of objects whose construction started in spring and summer 2008 would be far higher if these steps had not been taken.
Still, the solution to this problem is certainly in hands of authorities (republic construction inspection) of the Republic of Serbia. So, the state should make a move! |
